It would be the same thing as someone updating a LIST of serial of numbers.....
Because one OBD1 doesnt come with vins only OBD2 does....unless im wrong
They can easily switch vins on a motor with superglue when a buyer comes to see it,reads clean and they buy.
Now if we update serial numbers which cant b removed from transmission,head and block...now we will be making progress.....
We list the serial number in order with the owner so its easier to search........
But again a police officer or auto CRIME doesnt care if its legit .
If the motor does not come with paper they will take her no questions asked.
And a BILL OF SALE(written by seller) isnt a legit one.
I dont understand how does a buyer lose his reciet of the motor he bought knowing the honda game is filled with thiefs so if he needed to sell the motor he will need papers.
Its as easy, you buy, store it, and take out when you need it until then drive with a copy of it in ur hand.

All a buyer has to do is thee owner if its stolen or not
If you r going to buy a motor from someone
A photo copy of their license,the title to the motor and a picture of the motor with vins and serial number(a clear picture)
The date it was purchase
And a photo copy of the buyer.....
With amount paid
